<p>I was just looking for the time of the Finance Committee meeting yesterday and my buddy Google starts telling me about some deal <strong>Governor Doyle</strong> is taking credit for that involves <strong>Livesey</strong> and<strong> Sheboygan</strong>. I poked on those big blue letters of his and Google has <a href="http://tinyurl.com/52g3o3">Verona Press editor Jim Ferolie tell me more:</a></p>
<p>&#8220;Gov. Jim Doyle made his first official visit to Verona in two years last week to attend the company&#8217;s groundbreaking, telling the roughly 70 people in attendance that he sees its decision to build a <strong>$30 million plant</strong> and bring <strong>45 new jobs</strong> here as a good sign for the state of Wisconsin&#8217;s economy and a continuation of the state&#8217;s &#8220;leadership&#8221; in the biotechnology industry.&#8221;</p>
<p>Good for Verona, but what does this have to do with Sheboygan? Jim starts telling stories about <strong>SAFC Pharma</strong>, Governor Doyle, SAFC-Pharma, <strong>land owned by Livesey</strong>, and <strong>Tif districts</strong>. Great story Jim but, Sheboygan, I need to know about Sheboygan Jim.</p>
<p>Jim tells me about some mouthpiece named Tony Hozeny, and Tony Hozeny says:<strong> &#8220;Enterprise Development Zones are defined as &#8220;distressed&#8221; areas with such problems as high unemployment, low incomes, layoffs, populations declines, etc. While Verona matches none of those descriptions, it is within &#8220;an 11-county region.&#8221;</strong></p>
<p>Wow Jim, you are packing in the information today, but I need to know about Sheboygan. I hear about<strong> $60,000 a year science jobs</strong>, curing cancer and eliminating heart disease, but nothing important until Jim drops the bomb:<strong> &#8220;SAFC reportedly had considered some foreign locations but hoped to build near its Madison facility. Still, Verona&#8217;s most serious competition wasn&#8217;t with Middleton, Madison or Fitchburg but with land SAFC already owns in Sheboygan</strong>, and that provided the impetus for TIF assistance, to &#8220;level the playing field,&#8221; as Murphy put it.&#8221;</p>
<p>After this I didn&#8217;t care about the man that almost <strong>domed Sheboygan</strong>, time for the meeting.</p>
<p>Read and I mean read <a href="http://tinyurl.com/52g3o3">Jim Ferolie&#8217;s articles at the Verona Press</a>, interesting stuff, like the rest of this story, Tif Districts and our old buddy Livesey.</p>
<p>Alderman Jim Gischia was kind enough to add the following:</p>

<div><strong><em>I checked. The issue regarding Doyle and the potential expansion in &#8220;Sheboygan&#8221; was actually &#8220;Sheboygan Falls&#8221; and the Aldrich Chemical plant just south of town.</em></strong></div>
<div><strong><em>Sheboygan is sometimes used as a generic term by &#8220;Madison types&#8221; do don&#8217;t venture any further than the beltway.</em></strong></div>

<p>I was wondering where this could have been, and erred in not pinning down the location. Would still like the plant in our area, and you might agree (Jim agrees).</p>

<p>Math says it doesn&#8217;t matter, Mitt Romney 568, Rick Santorum 273, first to 1144 wins, with 1258 delegates up for grabs. Santorum is more of a Dennis Kucinich than a Hillary Clinton in this horse race. He&#8217;s simply running to get his name out and improve his ranking in the party, this primary is over unless Romney has an inter-species three-way.</p>

<p>The following is a monthly business column for The Sheboygan Press by Patrick Drinan, executive director of the Sheboygan County Economic Development Corporation, I&#8217;m not sure if he&#8217;s double dipping or if this is a press release from the taxpayer funded corporation, either way, i&#8217;ll reprint it here for purposes of education.</p>
<blockquote><p>In August 2009, the Sheboygan Development Corporation amended its articles of incorporation, and the Sheboygan County Economic Development Corporation emerged as a new private/public nonprofit organization with a countywide focus and representation.<img class="alignnone" title="Sheboygan Armory" src="http://mikebrunette.com/wp-content/uploads/Sheboygan-Municipal-Auditorium-and-Armory.jpg" alt="" width="410" height="274" /></p>
<p>In 2010, the SCEDC established an aggressive five-year strategic plan. Our strategic goals are to support creation and retention of 3,500 jobs and to assist businesses in activities that will bring $100 million in new capital investments to Sheboygan County by 2014.<span id="more-3607"></span> To reach these goals, the SCEDC offers a comprehensive portfolio of services tobusiness and initiatives that support economic development.</p>
<p>In two short years, the SCEDC&#8217;s accomplishments include assisting local businesses with the creation and retention of 946 jobs and attraction of nearly $50 million in new capital investments to the county.</p>
<p>We developed &#8220;The Promise of Sheboygan County&#8221; branding video and launched www.SheboyganCountyEDC.com as an online business resourcecenter.</p>
<p>Working with the new Wisconsin Economic Development Corporation and the City of Plymouth, we helped secure a financial assistance package for Dairy Farmers of America Inc.</p>
<p>DFA&#8217;s $13 million capital investment in its Plymouth facility resulted in the retention of 357 jobs with a total payroll of more than $20 million. The SCEDC also helped bring together stakeholders and coordinated local efforts to restore vital freight rail service between Plymouth and Sheboygan Falls, working to secure commitments of nearly $3 million toward the project.</p>
<p>Every dollar the SCEDC received frominvestorssince 2010 has resulted in a return on investment in Sheboygan County of $79.</p>
<p>The SCEDC is creating strong partnerships between area businesses, municipalities, and community organizations help build a better future for Sheboygan County. <p>Love the pulled it out of my butt &#8220;Every dollar the SCEDC received from investors since 2010 has resulted in a return on investment in Sheboygan County of $79&#8243;. Even using your trickle down your leg accounting methods, I see a net loss.</p>
<p>You don&#8217;t really think that you get to take credit for state spending do you?</p>
<p>If so, you also get to look at the movement of Polarware and place this on your list of accomplishments. SEDC, SCEDC, a name and vision change doesn&#8217;t make this a new organization. Stand up, take a bow. This was done with the same taxpayer money.</p>
<p>How&#8217;s the Armory doing, I mean Spaceport Sheboygan? It&#8217;s rotting on your watch, this is one of your babies, you know this. Why does it sit empty, even when it&#8217;s open? Other than a constant flow of City Workers and a paid employee or two, very few have entered the doors of this building so worthless you had to have it.</p>
<p>I know that Sheboygan Falls is light years away, yet you must remember Sigma Aldrich. How many $millions were spent to persuade the corporation to move a planned expansion to the &#8220;depressed area of Verona? This was huge, a major blow to Sheboygan County that went<a href="http://mikebrunette.com/blog/2010/07/15/jobs-we-dont-need-no-stinking-jobs/"> unreported by our local media.</a></p>
<p>SCEDC has done nothing for Sheboygan, your omission of the City pretty much confirms this. Thank you Patrick, pat yourself on the back one more time. Can&#8217;t wait for your article on how you helped secure a casino.</p>

<p>WHEREAS, the Strategic Fiscal Planning Committee further recommends to the Common Council that it authorize and direct the Mayor to execute the FY 2012 Community Development Block Grant submission, including the various certifications for the funds, and</p>
<p>WHEREAS, the Strategic Fiscal Planning Committee recommends the funds be distributed as follows:</p>

<p>Neighborhood Improvements             $373,277</p>
<p>NRSA No. 1 Officers                           $ 30,000</p>
<p>Partners for Community Dev.             $ 22,500</p>
<p>Rebuilding Together                            $ 40,000</p>
<p>Sheboygan Housing Assistance        $ 30,000</p>
<p>Sheboygan County Interfaith Organ.  $  5,000</p>
<p>Family Service Association                $  5,000</p>
<p>Hmong Association                             $ 12,000</p>
<p>Safe Harbor                                          $  7,700</p>
<p>Home, Inc.                                             $  9,500</p>
<p>Mental Health America                        $  2,000</p>
<p>Shoreline Metro                                    $ 42,493</p>
<p>Family Connections                             $  1,732</p>
<p>Tee Box, Inc.                                         $  3,600</p>
<h3><em><strong>Program Administration                      $158,700</strong></em></h3>
<p>WHEREAS, the Common Council has reviewed and hereby approves the Citizens Participation Plan for the development of this submission, and</p>
<p>WHEREAS, the Common Council finds that it is in the City’s best interest to secure the FY 2012 funds for the activities approved by the Strategic Fiscal Planning Committee.</p>
<p>NOW, THEREFORE, BE IT RESOLVED:   That the Common Council authorizes and directs the Mayor to submit to HUD the Final Statement of Community Development Objectives and Proposed Use of Funds, as recommended by the Strategic Fiscal Planning Committee, assurances contained therein and to provide any other information requested by HUD.</p>
